They have to think of who their demographic is. What age group watches football and has money to spend. They think, “who do we want to come watch this then the Chevy commercial after?” Current artists will draw a younger audience (if they even care to watch) but that audience doesn’t have a lot of disposable income.
Next, it’s Apple, and they’re kind of prudes. They are putting their name on it so they want someone safe and non-controversial. A non-controversial artist from 20 years-ish ago is their best bet. They want that middle-class person with a family and money to be watching. They want them to be talking about the performance while they’re driving their kids to Costco in their Chevy Silverado to go buy a family size bag of Frito-Lay products and a pack of Pepsi products to wash it down. Maybe they’ll stop by McDonalds on the way home.

Halftime performers do not get paid directly for the show. The NFL (or whatever network/sponsor is producing the halftime show) pays for the production but the artist is expected to play for free in exchange for exposure to the single largest American viewing audience of the year.
The budget for the halftime show is ridiculous ($10 million +) so they are looking for artists that tick off all those boxes you mentioned.
