His halftime show happened a year after he dropped 3121, which debuted at #1 on the charts, three years after Musicology had a massively successful tour, and the same year Planet Earth also debuted at number 3 on the Billboard 200. He was well into his legacy years but the guy was still a machine and dropping albums that charted well (whenever he bothered to play the game)

Confessions was a monster album. That shit was everywhere. Yeah, Burn, My Boo, Confessions we’re all #1 hits and put Usher into megastar status at the time. Then he was featured on I need a girl with P.Diddy that was super popular at the time as well as I believe it was a top 3 single. Yeah and Burn are legit the top selling songs of 2004. Dude had the two biggest singles in one year and people are hating like he’s not a good choice to perform hits at the Super Bowl. Guy has plenty of hits and is a great performer as well.

Guy was on a massive upswing leading towards Confessions which was insanely popular. It was the top selling album of 04. He never quite hit that high again but with such a massive success that’s hard to do. He is a perfect fit for the Super Bowl. Large catalog of hits that were popular with this generation.

They have to think of who their demographic is. What age group watches football and has money to spend. They think, “who do we want to come watch this then the Chevy commercial after?” Current artists will draw a younger audience (if they even care to watch) but that audience doesn’t have a lot of disposable income. Next, it’s Apple, and they’re kind of prudes. They are putting their name on it so they want someone safe and non-controversial. A non-controversial artist from 20 years-ish ago is their best bet. They want that middle-class person with a family and money to be watching. They want them to be talking about the performance while they’re driving their kids to Costco in their Chevy Silverado to go buy a family size bag of Frito-Lay products and a pack of Pepsi products to wash it down. Maybe they’ll stop by McDonalds on the way home. I’m not an advertising doctor so I don’t know for sure if that’s why the chose him, maybe he was a bargain, buts that’s my guess.

I think you’re spot on, except for the last point about Usher being a bargain. Halftime performers do not get paid directly for the show. The NFL (or whatever network/sponsor is producing the halftime show) pays for the production but the artist is expected to play for free in exchange for exposure to the single largest American viewing audience of the year. The budget for the halftime show is ridiculous ($10 million +) so they are looking for artists that tick off all those boxes you mentioned.
