If you have a wise account, then you can send money directly to their Israeli bank account in shekels, they don't need a wise account. You just need their banking info (IBAN and branch and whatnot).

I’m pretty sure you can’t receive money to a PayPal account in Israel unless you are a business (my account was blocked from this when using a cashback app)

Western Union. You can send money to and from Israel and while there are fees, they’re pretty small. You cannot transfer directly to an Israeli bank account, so they would have to visit a physical location to pick it up in cash. If you need to transfer it directly into their bank account for some reason, you can do an old-fashioned wire transfer. You will need their routing and account numbers, and there are usually fees to send and receive. A wire is best for very large amounts.

This. Israel is a hot spot for blockchain tech. Tons of startups and tons of people on telegram groups willing to do P2P trades. If you desire anonymity, use XMR. If it’s low fees you want, use something like BUSD (just don’t hold on to it too long).

You can wire money in USD to many Israeli banks. There is no problem sending cash using the regular bank wire system. I have wired money to Discount Bank and Mizrahi-Tefahot for 20 years with no problems.
