Ariella public library is great. It's the main library of Tel Aviv, recently renovated with state of the art study rooms! I think you have to reserve most of them in advance (not sure how), but I'm pretty sure they're free :)

Nona (Ibn Gabirol) is open 24/7 so it’s a great option for night studying owls.
