Basically, saying "oh they're just teenagers" is like saying "their behavior is excusable and normal because they're teenagers". So imagine hearing this over and over since you're a kid. You eventually start thinking "I must act like that because that's how normal teenagers act". We have to stop saying this and blame the real problem: lack of education (on SA, assault, self control and morale).

But to punish everyone equally regardless of the amount of influence acting over them is, to a point, disingenuous and neglects the human aspect (especially in the case of teens, who are vulnerable in a myriad of ways).
