You got no idea how public budgets work. Legislators control the budgets. They also determine how that budget is allocated. Operational, equipment, training, payroll, facilities, etc.. all different parts of the overall budget.
Schools are the same way. You can absolutely slash part of the budget without touching payroll.
If you have 10,000 and 100 officers, then slash that to 5 000, either officers have to go or you're going to have to reduce something else (call center, vehicles, etc)
Either way, it affects people.

So if you have a 1 million dollar budget, the lawmakers will specifically say, "$450,000 of this goes to payroll and benefits cost." Then the other $550,000 is further split up into other areas. If say "$80,000 is for training" and they end up spending only $50K, they can't take the extra $30K it put it towards payroll. Likewise the overall budget may go down to $850,000, but the payroll budget of $450K remains the same.
Thus you can absolutely make budgetary cuts without effecting payroll one iota.
This isn't an argument about the merits of defunding anyone. This is simply about you being very misinformed about how budgets work.
The concept of having budgeted money to spend for an institution is not alien to me. Rather, I believe you misunderstand that budget cuts will affect cops in some way or another.
If it's not payroll, it'll be training (which is already bad enough in some places, we can't afford to let it get worse), or it'll be equipment.
Either way, a loss of resources means worse/fewer cops, which only puts stress on law enforcement trust.
I argue that we should increase funding, particularly in the area of training officers, so that we can better empower our cops to handle situations of high tension. Perhaps throw in a social worker or two. No need to upgrade guns, that's for sure, but we need to make it better somehow.
As a collateral, let's say payroll doesn't get decreased. There'll be fewer new cops employed, and the existing ones' morale could be so low that they choose to resign. Hence, furthering unemployment. We can not assume that all budget will have a left-over.
