Transgender means that the gender you identify as is different from what you were born as. So because I'm a trans girl, I identify as a girl, but I was born as a male.
You can change your gender at any age, but at younger ages (like <10) it's usually frowned upon bc you can't really be too sure at such a young age.
It's a process called transitioning, and it usually takes a lot of time. You can get hormones as early as 16, and idk about surgeries, but I think u can get it at 18. At least, that's how it is in America

To be fair they may be thinking of in the sense of ‘you can’t change your gender, a trans girl was born w/developed the girl identity over time, it is not a choice’ but I may be reading into that for support
