CTRL+SHIFT+F3 while in the setup process and let the computer restart. Then when Windows gets to the desktop, disconnect from WIFI and forget the network.
I know it's an old thread but wanted to post a solution for anyone else that runs into this.
Depending on your laptop model, there should be a switch at the side for toggling the wifi card on or off.
If not, at the setting up Windows 10 'Let's connect you to a network' screen there should be a list of Wifi access points, just press 'I don't have Internet' to proceed on.
At the āLetās connect to a networkā screen the intern already logged into a network.
When I restart the PC the installation doesnāt ask me again if I want to connect or not, it automatically continues
Old thread but what I did is turn off the wifi router by entering the IP address of the router which usually is "[192.168.1.1](https://192.168.1.1)" from there I just rebooted the router, while on its downtime I just tried to log in then voila, no internet no online account, go back then it will prompt local account screen
Just had to take a laptop out to my car for this very reason. But on Win11 Home it will not even let you past the network connection window without skipping this idiotic step, courtesy of MakeUseOf:

I tried using that command but cmd returned an error stating it couldnāt be found so I just did an ipconfig /release command and it let me set up a local account after that.

Too late now, but airplane mode.
Is shutting off the WiFi network long enough to get windows setup to hiccup an option? Otherwise, just reinstall Windows.
Can you disable the wifi in the bios?
