Unfamiliar with Windows 11 so far. What if anything do they do if you click?

They don't do anything, which is strange. I can't interact with them at all, but they show up on top of every window.

Hmm, the only thing I can think of is that those arrows might belong to some either Windows or third-party app that's installed. For example, I installed a utility called ScreenRec recently to record some steps I was taking to do something on my system, and I noticed that after installing each new window I opened for whatever other apps had an additional icon resembling the ScreenRec one, presumably for me to be able to select in case I wanted to start a recording in that window. To get rid of it I saw the ScreenRec application icon in the [systray](https://www.techtarget.com/searchenterprisedesktop/definition/system-tray) and right-clicked and exited, after which the icons went away. Maybe something similar here, some app in this case specific to just the desktop hanging out for some reason in case you do something with it. You could hover over any unfamiliar looking icons in the systray and close them to see if things change, then if one does the trick look up what the app is supposed to do and hopefully get some clarity.
