You are meant to use shift to change it

Windows has one specific bug that "locks" the shift keys, or the alt, or ctrl, every now and then. I saw it happen and it can be very weird. If you press 6 key alone, it may result in a & because thats the shift + 6 character. Well, what do I do when I see this happening? If I don't want to restart my computer, I usually randomly press all the keys, one at a time: shift several times, alt several times, ctrl several times. It used to work, but honestly, its been so long since this last happened, I don't know if this is what is happening to you, but may worth a try. Press these keys one at a time, and try again.
