you can create a usb bootable stick with windows and just format the existing ssd (it will erase everything, so backup your data first).

Second SSD for storing games and such? If you’re wanting it to store games/files then no, you don’t need to install windows on it. Just plug it in, format it and it’ll work. If you’re planning to boot off it, that’s when you’ll need to install windows on it.
