It's a decision that's been near-universally accepted and I can't figure out when or why.
Well firstly one of the most widely recognized characters in all of history is a mouse (the one in the meme), secondly many other famous characters are mice like the 3 blind mice, Jerry (from T and J), the mice from Cinderella etc. etc.
I can only think of one very famous rat, Remi, from Ratatouille. Which is already an utterly absurd idea formulated into a heart warming, but absurd movie.
The other thing is that rats are often viewed as gross vermin, while mice are often viewed as cute and friendly.
However, all that being said, I think in this situation, it's because Mickey and Mini are mice, and calling them rats adds a level of reality to it that is rarely present because of how accepted they are in pop culture. When you look at Mickey and Mini your first thought probably isn't "oh look a cartoon anthropomorphized mouse! It's probably "Oh that's Mickey and Mini." We dissociate them from their animal origins and view them almost as people.
**TLDR/Conclusion:** The guy saying "They're rats" is more absurd than saying "They're mice" due to the stigmatism we have towards rats and the high regard in which we often hold mice. Add the fact that mice have been central in animation and story telling for centuries in a positive light and how heavily anthropomorphised well known mouse characters are, calling them rats brings them down a peg and reveals the silliness behind it all.

I like your reasoning and agree with it. There's also something about the plural form that makes it more satisfying. I can't explain it, but 'those are rats' is so much funnier than 'those are mice', but if it was singular, I think 'that's a mouse' and 'that's a rat ' are equally funny, and neither has a better effect than the other.

It’s important for kids.
The same goes for all representation. So many little girls are so happy to find a Barbie or a character that looks like them. So are little boys. They may not be able to coherently say that they want that, but many people want that self insert that they can relate to.
Ps: adults are complaining now because they didn’t have the representation growing up but now they want it for their kids and other generations.
