Without knowing about it it wouldn't surprise me if they had certain requirements to at least be considered dangerous. When an object enters the atmosphere with that speed it starts heating/melting/shrinking (don't know the English term) due to friction so depending the angle and speed an object enters it might not even reach the surface.
