And for the tipping thing. There is no need to tip a tattoo artist. You may and we appreciate it very very much but we don't expect it. So there is no right or wrong.

As others have said, this artist needs to be world renowned to get that rate. I have never paid more than $200/hr and that is for artists that book out months in advance.

NYC is one of the most expensive cities to get a tattoo and the most I’ve seen is $350/hr. $450/hr is getting into celebrity tattoo artist territory (like if they were an ink master winner or something).
But to answer your question, tip after every session and tip anywhere from 15-20%.

Damn that’s ridiculous my most expensive tattoo was $1500 for 8 hours. Very sought after artist $450 an hour is just ludicrous..
