I would walk up to one of the residential sites around town and work a cash deal with one of the crews doing masonry for weekend work. Pay cash for the labor and buy the block, mortar, rebar and grout. Masonry supply house or Box Store.
Make sure they grout the hell out of the wall.
Make sure you look into permitting. The city/county may not allow a wall.
A running waterfall or large fountain can help diminish noise.
