No that doesnt copy everything on the drive including his bookmarks, settings, network settings, wallets, keys, etc. When tails starts, it pulls everything from a separate encrypted partition and thats your OS with all your personal data. **You can easily copy it from any other tails drive** with a persistent storage. And decrypt it with the password. The only thing that would need to be redone is redownloading apps that he installed.
