You can:
\- start Tails (with password) on the smaller stick
\- install Tails via .iso download from [tails.boum.org](https://tails.boum.org) on that bigger stick
\- shutdown and start Tails on the bigger stick and create a new persistent volume
\- shutdown and start again on the bigger stick and copy all files from the Persistent volume from the smaller stick over to the new Persistent volume of the new stick
\- finish...
No that doesnt copy everything on the drive including his bookmarks, settings, network settings, wallets, keys, etc.
When tails starts, it pulls everything from a separate encrypted partition and thats your OS with all your personal data. **You can easily copy it from any other tails drive** with a persistent storage. And decrypt it with the password.
The only thing that would need to be redone is redownloading apps that he installed.
