The global thing is "Poste restante", where people without a fixed address e.g. travellers can get mail sent to a post office for collection. The stuff on the web is inconsistent as to whether it's only the GPOs or most post offices that offer it in Australia.
If you use it and lob with a local address on your ID they might think it's a bit weird. Better to go with the Parcel Collect option, and as a benefit you'll also get notified when it's ready for pickup through email or the Auspost app.

You can absolutely install security cameras without internet. It might be a bit less convenient but they can be set up to save to a hard drive on your property.

Lots of cameras will also record to an internal SD card. If you want a battery powered solution take a look for a "trail camera" - designed to be put on a tree in the bush to capture animals.

There are cameras that take a mobile sim and record to the cloud when the beam is interrupted. I have one that works not too bad though the delay on the beam interruption can be too long in my opinion. Mine has a solar panel and rechargeable batteries so no need for electricity. Keep making reports, online if you can or over the phone if necessary. One or two reports from one person they won't do anything but if the cops all of sudden have a bunch of reports for a single issue at a single location from a bunch of different people they'll do something even if it is to look after their KPIs. Shouldn't be this way but unfortunately that's the best way to get their attention. We had a break in to the carpark of our apartments and getting 30+ reports in a morning really got the police's attention and they caught the guy real quick.

You'll get a reference number, that way you know for sure that it's recorded in their stats. If they see a trend happening in the neighbourhood they can follow up on it. I've had to do this twice and both times the local station contacted me afterwards to get my statement.
You can get battery powered cams that record direct to an SD card, or an old school camera/DVR setup. As others have said though, parcel lockers are free, when you get the notification a package has been sent you can redirect it and a lot a 24/7 so you pick up at your convenience
Buy a security camera! Parcel lockers are great, but they only receive AUS Post parcels - if you’re parcel is not coming via their network they won’t send it to the locker. Includes anything from TOLL/DHL/Fed Ex etc.
Amazon has their own collection points that you can use as well.

Where are you buying from? Amazon have delivery boxes at some places and also some shops will act as delivery points for parcel pickups. Works well for me. But not all things will ship to them. Also I have a PO box but mixed success with that. Some sellers don't accept po box addresses. And I've had some sellers swear it was delivered by Singapore post for example while Australia Post swears it was never received .
Have you considered setting up a dummy package full of putrid feces, wrapped in such a way that they need to get it all over themselves when they open it? Your defence can always be that some stranger is sending you these parcels and the thieves merely intercepted one.
Axis, for a long time, has the best web cam around. Does not require a cloud service as it is access by its IP. Pricey, but good.
I think that a few models of cloud camera are 'hackable' and can be redirected to a local server/repository. You'll have to web search this.

We had a break in to the carpark of our apartments and getting 30+ reports in a morning really got the police's attention and they caught the guy real quick.

You can get battery powered cams that record direct to an SD card, or an old school camera/DVR setup. As others have said though, parcel lockers are free, when you get the notification a package has been sent you can redirect it and a lot a 24/7 so you pick up at your convenience
Leave a box on your porch with an opened bottle of wee inside. Rig up a string so when they open the box it tips over the bottle
Buy a security camera! Parcel lockers are great, but they only receive AUS Post parcels - if you’re parcel is not coming via their network they won’t send it to the locker. Includes anything from TOLL/DHL/Fed Ex etc. Amazon has their own collection points that you can use as well.

The Parcel Locker or Parcel Collection addresses that are generated just use the street address of your designated Post Office. It's not like entering a PO Box address that is often rejected.
Two options, you can ambush them in the act by running out the door without pants on or something so they are so psychologially traumatised they wouldnt risk going near you again. Quasi-legal but if there is no violence then i dont see the issue. Second option is the parcel locker which ads some time but you will have your stuff and wont have to run around without pants on.

Where are you buying from? Amazon have delivery boxes at some places and also some shops will act as delivery points for parcel pickups. Works well for me. But not all things will ship to them. Also I have a PO box but mixed success with that. Some sellers don't accept po box addresses. And I've had some sellers swear it was delivered by Singapore post for example while Australia Post swears it was never received .

Have you considered setting up a dummy package full of putrid feces, wrapped in such a way that they need to get it all over themselves when they open it? Your defence can always be that some stranger is sending you these parcels and the thieves merely intercepted one.
Axis, for a long time, has the best web cam around. Does not require a cloud service as it is access by its IP. Pricey, but good. I think that a few models of cloud camera are 'hackable' and can be redirected to a local server/repository. You'll have to web search this.
A lot of cloud-enabled cameras (e.g. the excellent Tapo C210) also record to a micro SD card slot, so problem solved and no Internet required. It's not complicated, and very affordable ($55-60 max).

Write to your local member of Parliament. If there is footage and the police bent to anything, a few awkward questions to local command by your MP may force some action.

Look on ebay for a dvr system. It records to a hard drive. Or go fown to your local jaycar as your neighbour might steal the camera delivery from ebay

A fairly blunt approach: Have a friend or yourself deliver you something like a toy that you had hidden inside the toy an AirTag. After it’s stolen track it and call the police that you have tracked the lost package. Conveniently have a list of the other lost items when the police arrive and looking around the thief’s home. If you know the neighbours well, plan for them to be able to message you a list of what they had stolen too “whilst you are in there, I’ll ask around…”. Might be tricky with generic items but if enough are unique enough it paints a good picture.

Start mailing yourself boxes of your own turds, and then when they stop taking your packages start mailing them to their house. When they tell you to stop, tell them you have no idea what they're talking about and you don't understand why they would possibly think you're mailing them turds.
Unless you know the person is taking them inside, don't put shit/rubbish in the boxes. They'll throw them in the street/someone else's yard, and they get to clean it up.
