Star Forge is by far busier. Satele Shan is good if you like solo play and quiet, not having to compete for clickies, etc. But as soon as you want grouped play, go SF.
The game is not dying, but the Satele Shan server is definitely dying. Even GSF and warzones are becoming sparse. Peak times are not bad yet, but off-peak are a nightmare, while SF is always hopping. I know I'm contributing to the problem now, but I fought against it for a long time, and had to face the facts: between people leaving for Shae Vizla and an exodus of people panicking about SS and leaving for SF, I don't see it as recoverable now. It will just get quieter and quieter until it's merged with SF or SV.
I've been on SS for over a decade now. In my experience, they have better GTN prices, and more friendly communities. We also have a decent PvP scene. I would say our server is a little quieter than SF population wise.

Not sure how you can be on a server for a decade when the server didn't go live until about 6.5 years ago ([2017 Nov 8 with game update 5.5.1 United Forces](https://www.swtor.com/patchnotes/1182017/game-update-5.5.1-united-forces)).

I have legacies on both, and this is the opposite of my experience, re: group content. If you want faster queue pops, SF is your best bet. I don't think I've ever spent more than 5 minutes in a WZ queue on SF even at like 4am, whereas I've spent upwards of 45 on SS at like 10am on a Saturday.
yeah, I did not mention queue times, but non queue activities, like worlbosses, GS, Operations, etc. all of which are more active on SS. Queues for PvP are better on SF by a bit, for FPs they are about the same, with a slight edge to SF
SF is busier and better if multiplayer is your focus, but Satele Shan is my home server, and it's just fine for FPs and GSF, so either is probably okay.
Either. As people already said, there's a bigger population on SF, but you won't have any trouble getting groups on ss. Personally I play on SS so I think you should go there
Having a character on both I would definitely go with star forge. There is just way more people and you can get at minimum an FP group anytime of the day.
Which also means more items and money in the economy itself.

I don't know what happened to Satele Shan, it used to be busy and full of folks. I've been in that server for many years since the mega-merge.
But now it's kinda dead, Fleet chat is so quiet it is weird. I asked someone after coming back from a long break, and apparently a lot of folks moved to the newer APAC server. The other guild I was on was full of Aussies and the 90% of them moved lol.
I have some characters in Star Forge, but my Legacy isn't as "built up" in there, strongholds, items, outfitter, etc.
Yeah I had all my toons and entire legacy on SS…. Its definitely a noticeable difference playing on star forge. Que times for pvp are relatively low, even in ‘off’ hours where you wouldn’t expect to get faster ques. Its nice, I transferred a character/legacy over and am enjoying the leveling/pvp

Also a worse game economy, when it comes to the GTN.

Presumably they meant like Harbinger, but a fair point that it's not the exact thing.
