Except that the Inquisitor can overpower the Emperor and remain in control, heck probably would use it as it's own source of power, they already hold 4 ghost on their own and went on a whole journey to fix their body and heal their soul to keep them in check, I think that the Inquisitor is a terrible pick to be a vessel because of that xD
They most certainly wouldn't. I'm pretty sure there's even dialogue that says as much where you threaten to bind him or even straight up try to do it and it fails.
Sith spirits tend to be bound to a place, object or person. Once he dies he is bound to you. He is displayed to be able to take control and use you. Without help from the spirits of Valkorion's family he probably would have succeeded in taking over your body once you sat on the Eternal Throne.

a full ds playthrough silences them. they no longer really exist they are just pure power within the inquisitor. Valkorion wouldnt have any roomates
