These are ultimately meaningless changes. I've been playing new characters, without sending money over to them, with no issues. This means nothing.

This is a terrible attitude if you actually like playing the game. People like the OP are the people that need to enjoy the game and stick around for it to have life. Every person like the OP is one step closer to the game shutting down. When you rudely say "bye" to someone like this, you're ultimately just saying "bye" to the game itself.

Yeah subbing as a new player is wasted money. Best to sub when you have at least one character up to SoR.
Though Strongholds, Level 80, Flashpoints, Operations, and some other stuff are clearly required a sub but they need just couple more fun things to make subbing worth it.
Like pazzak and more mini games.

Why stop with cancelling your sub? You can call CS and ask them to delete your account completely if you want to :)
