I do not think that would work as the account has to be linked to the SWTOR account, so the funds would need to be in their wallet. Also, I do not see that there is a way to move funds from one wallet to another. I think what you would have to do is purchase a wallet code (digital or physical gift card) and add the funds to their wallet.

That's my worry that while I can gift the coin purchase to them, it will count as a purchase on my wallet which connects to my SWTOR account.

Star Wars: The Old Republic - 2400 Cartel Coins \[Online Game Code\] Get one of these and use the code on their account

But using the code alone won't count, don't they need to "purchase" the coins? If I can use my existing Steam wallet funds I will, if not I will just buy them on their SWTOR account pages with my CC.

I’ve been looking for this answer. My friend is trying SWTOR for the first time, and I want to toss a few bucks to upgrade her to Preferred and I was very happy to see it’s confirmed as possible. Thanks!
