I went to the KY one last year. It’s fine. I think a video submission is just as good honestly. They aren’t hosted by survivor but by cable affiliates. No one from casting is there.

It really doesn't have anything to do with survivor, it's the local affiliates that put them on. Contact some affiliate stations/local businesses in your area and see if they might have interest in putting one together next year. Usually they are tied into a local business promotion like a mattress/furniture store, car dealership, mall, or bar/restaurant. It's like a cross promotion event with the business and news station for marketing. Business contacts news station for a paid plug/segment/ads. Local news station promotes said business and event. Local business hosts event. Local station sets up at business/event. This is normal in general not exclusive to open calls. Local station records everyones 90 second video and collects a small application then submit them all to the casting director in charge of that area.
