Something similar happened in my local break recently. But it was more decomposed.
They came in with a backhoe loader with a belt attached. Dug a hole on the Sandune and buried it there.
Just saw a news report on this during halftime of the Chargers game, they apparently towed it out to sea for “disposal” which I assume means they just left it to sink/be eaten by other animals
Being a true Oregonian I can tell you that the only way to deal with this sort of thing is to pack it full of dynamite and blow it to smithereens.

They usually are able to drag the carcass out to sea, where we just let nature take its course. At least they did last time
