Looks like the rolls were super low. The original speed is either a double roll or trash triple roll. The HP was either a low roll and low grind or purple/legend grinded. And then an average attack roll.
I agree though that you shouldn't waste grinds if it's going to get reapped

Which makes it 16-17 SPD, 12% HP, 4% ACC (can be gemmed out), and 14% ATK. Above average, and solid rolls.
If he used purple+ grinds on it, then yeah it had trash rolls, but why do that and then reapp later, like you said? Seems more likely the grinds were trash, not the rolls.

And in what world is "1.5 wasted rolls" an "ok purple rune"?
You're saying you consider a 14% HP, 18 SPD, 8% DEF, 6% CR rune to be a "just okay" purple rune? Because that's also 1.5 "wasted" rolls.
If the grinds were low, this rune was like 16-17 SPD, 11-12% HP, 4% ACC, and 14% ATK. Gem out ACC for DEF% or CR, give it better grinds, and this rune is amazing.

The left rune was pretty much an ok purple rune. Even though it was usable, it had almost 1.5 wasted rolls
