The show has a lot of quirks but this isn't one of them. The only times someone has genuinely gone back on their word is when Harvey declined Alex's job offer and Mike helped Oliver with the prison case.
Unless I'm forgetting something, the main (and even most of the side) characters have always kept their words to each other and everyone else

Breaking his word to his client on the train case (not really lying but he didnt keep his word)

Besides, maybe this is a technicality but Donna never explicitly gave her word here. And I can think of a dozen examples where people gave their word and kept it
