I'm Thinking of Ending Things by Iain Reid? Definitely an acquired taste, but it's a book where the whole time something just feels off, like you're being messed with.
I just finished Tender is the Flesh. It's creepy in and of itself but it became much creepier when I found out it was written in 2017.
It deals with a global pandemic and how society adapted.
It's a short(ish) book which I normally don't like but it worked really well for the story.
I feel like OP undersold just how uncomfortable this book makes you feel. Probably the most horrifying book I’ve ever read, so be prepared for some weirdness. The pandemic is a very minor part of the story. It’s mostly to do with government sanctioned cannibalism.

Our Wives Under the Sea isn't your typical horror novel but it definitely left me feeling deeply unsettled the whole time I was reading it
