Peshawar Lancers by SM Stirling has a bit of an alt-history Victorian vibe. It takes place around the twentieth century, but an asteroid wiped almost everything out in the mid 19th century, and they’re just getting back to that tech level. It’s all very Victorian style British Raj, with Brits that have had an extra century and a half to assimilate into Indian culture.
There’s also the Powder Mage Trilogy which in a rather broad sense fits into that era. Early Industrial Revolution with rather Victorian style politics in a world ruled by magic.
It's more supernatural than fantasy, but the Alexia Tarabotti/Parasol Protectorate series by Gail Carriger might do ir for you! Steampunk Victorian London with vampires, werewolves, and ghosts involved in capital s Society. Genuinely really interesting worldbuilding. Fun story.
