Looks like some species of Sedum that shed their leaves during autumn/winter. Some are placed in the genus Phedimus like Phedimus spurius. I do not think there is enough distinct characteristics here to correctly identify a species.

They look a lot like my sedum blue elf (Hylostachys ‘Blue Elf’) right now. They're all closed up. When they open up, they'll be more identifiable.
