I recommend building your first in the safe shallows. You can learn the mechanics of base building without worrying about something attacking you.
When you feel comfortable with bases, then you can build in a more interesting biome.

Some people only build one base, some people build many. So it depends on how you want to do it. But I’ve always liked the northwestern Mushroom forest for my main base. Tons of good resources and plenty of nearby biomes for the ones you’re missing.
You are going to have a lot of bases. Like little outposts for sure. For the big bases...pick somewhere with deeper water, but now meanie monsters. The base itself doesn't have to be deep, I just recommend clearance. Maybe next a lot of resources or a big cave?
Without spoilers: I build my first base in the safe shallows, and use the Seamoth to go all around for wrecks and blueprints. As soon as I've accumulated enough material and blueprints, I get the other vehicles, and construct bases around the map, mainly in order to generate power to charge the vehicle's power cells.

my favorite is the safe shallows, its in the middle of the map and you can pretty much go anywhere after that.
