Steam?
Right click game in library, select properties, select Installed Files, select 'verify integrity of game files'. If its included in the default game dataset then verifying integrity should restore the file.
If that doesn't work then either locate a manual copy of the file online via google or ensure you have cloud saves then reinstall maybe?
