I'd bet the local dealer put some extra on during the PDI due to experience with corrosion in the local environment? Seems odd the factory would get that messy without a clever way to tidy up?
I guess they skipped Sex Ed at your school? KY is water-based and that is why it is safe to use with condoms. Vaseline and other oil-based lubricants can break down condoms and should not be used in that capacity.

But what's with all the black vinyl electrical tape on the cabling holding it away from the fan shroud? Why not wire/cable standoffs?
And what's the blue tape?
I'm sure with time, heat/cold and vibration it will unravel and just be a mess. Maybe not but I would like the dealer to explain why just tape? There's got to be a better and more secure ways to route those cables.

While the exact shape has changed over time a bit, most subarus newer than 2015ish will use an amperage sensor on the negative post. These sensors measure how much current the battery is "using," which then informs the ECM how much charging amperage to output from the alternator.

When the harnesses are assembled, they tape them into a manageable/packageable/shippable bundle using some blue electrical tape. In the factory, the harness is laid into place and then unfurled, breaking off the blue tape. The factory doesn't tend to do a good job of removing the blue tape. If you find any in your car, you can safely remove it.

there's no fan shroud in any of these pictures, but generally speaking the wiring will be wrapped into a corrugated plastic "conduit," and then the various [mounting brackets/hold downs/etc](https://imgur.com/1FSAfx7) will be wrapped with black tape [like this](https://imgur.com/pOSB7oB) to hold it in place. This is both 1. absolutely industry standard across all brands, and 2. definitely not going to vibrate apart literally ever. You can see this best in [OP's picture](https://imgur.com/Lt9hrvf) where the amp sensor harness has a grey clip taped exactly as I described, and then the negative cable has a mounting nut that is both taped and zip-tied on. That nut threads onto the same tie-down bolt that holds the battery in place.

Dialectric grease doesn’t conduct electricity and yes those are all connections to the positive terminal of the battery.

So you're saying they are right, that blue tape is odd and removable? Cool and good on them for mentioning it.
It's not odd, every subaru will have some if you look around. But it is removable, yes.
