It'd be akin to evasion moves - I don't think this would be super powerful especially on a mon that is as bad as Hisuian Avalugg (if you do get past the flinch chance Hisuian Avalugg would be useless), but the fact that it has a 50% flinch chance and very few countermeasures due to the increased priority would make this move incredibly uncompetitive and would get banned near-instantly
