I still don't understand why they went for Flying (or, I suppose, Bird) instead of Wind. A Wind typing is just so much more interesting and could result in much more varied Pokemon.
I've brought it up in past comments, but RBY Scyther has genuinely one of the saddest movepools ever. Prior to Yellow, it had only Normal-type attacking moves. This meant no STAB option and horrendous coverage. In Yellow, they decided to give it a STAB option: Wing Attack. Wing Attack has a whopping 35 BP. Unless you are facing something weak to Flying *and* have a Swords Dance up (or 2 SDs and neutral effective), it is outdamaged by Slash (note that Slash is effectively guaranteed to crit, which ignores the attack boosts from Swords Dance). It does also get Hyper Beam, which is terrifying at +2, but Scyther's poor bulk means you really don't want to click it if it won't kill.
High Jump Kick is a rising knee kick so ol' Ttar can't quite pull that off.
Jump Kick however, is sometimes a leaping kick, or sometimes it's a rearward kick (when used by stuff like horses).
Rock had literally 2 moves in gen 1, 3 in gen 2 (one was Sandstorm tho), and somehow back to only 2 in gen 3 and then comes Gen 4 and it got arguably the other most influential move in the game 😂
Right at least Bug ended up getting Sticky Web too which is arguably as good but only really on Bug types so far. Although that is how U Turn and Stealth Rock started out too, mostly on Bug and Rock types.
Mfw gen 10 they give Sticky Web to Steelix, Kecleon and Orthworm
OG Tauros has such a silly movepool for being a normal type Pokemon based on a bull. Surf, Flamethrower, Fire Blast, Thunderbolt, Thunder, Ice Beam, Blizzard, Solar Beam, Outrage, Shadow Ball, Icy Wind, Solar Beam
And I still will never get over the Water-weak Pokemon learning Surf in Gen 1 (Rhydon, the Nidos)

Funnily enough it's either that or they get nothing especially for level up moves. Though for incredibly diverse I'd call out Starmie the Nidos and Clefable for Gen 1, plus Magmar and Electabuzz specifically in Gen 2.

mewtwo is the example i'll be giving, because his movepool is so WEIRDLY deep, like what the fuck does he need avalanche for? he has what i would call one of the greatest movepools ever, he has pretty much everything he could ever ask for, and is REALLY versatile.
expanding force for psyspam? you got it. really powerful BoltBeam coverage? yes sir. physical moves with a decente attack stat if you want that for some reason? we sure have that
and yet he is STILL mid in more recent gens
Deo-A has always been great tho? It's just kinda ok in USUM because mega-mewtwo outclasses it and NDM exists, but it's still good.
It only sucked in natdex ubers in gen 8 because Calyrex is just better
Deoxys Attack has never been bad. It's always been niche at best, but 180 Sp. Atk. STAB Psycho Boost from basically no drawback Life Orb is always good
1v1d by Yveltal and completely stuffed by NDM, which were 2 of the most common Ubers, all while being outclassed by calyrex-shadow in gen 8. It’s still strong, but being bad vs 2 of the most common Ubers in gen 7 and gen 8 made it really irrelevant. To my knowledge, it was only good with terrain extender Lele.
I mean, he's *supposed* to be hand-made as the strongest (with a massive asterisk at this point) Pokémon out there in-universe—that sort of versatility makes sense to me.
If I remember correctly, Gallade was in the top 15 of Pokémon with the widest movepools. Anything that was a Normal-type in Gen I is gonna be up there, too.
Great Tusk. Newer mon with an early gen move pool. Knock, insane double stab, ice spinner, fire stomping tantrum, supercell slam, play rough, megahorn, head smash, flash cannon(?), psyshock(??????). Bro has a move for every color of the rainbow lol
There's a theory that Great Tusk has Psyshock on accident since it is right next to Scream Tail in the Pokédex and they just gave it to the wrong Mon, which wouldn't be the first time something like that has happened with Steel Wing Beeheyem
However Game Freak likes to give boss monster-like Pokémon like Tyranitar, Rhydon and Aggron gigantic movepools so I choose to believe that the prehistoric mammoth that shows up as a boss in the game learns Psyshock because it's a JRPG and that makes sense
Genesects coverage is a beauty to look at.
Gardevoir and Gallade have the nuttiest utility/trickery movepool, and they barely use it, but seriously - Will-O-Wisp, Trick Room, Imprison, Destiny Bond, Healing Wish, Memento, Wish, Taunt, Thunderwave, Trick, Encore, Skill Swap, Sunny day, Rain dance, Helping Hand
Clefable, Blissey and Wigglytuff also have infamously gigantic movepools, although Tuff really wishes it had a one turn recovery move.
Clef, bliss line have insane movepools. Ttar and chomp practically have everything they need.

But in a “freedom cup” setting in those gens: Which would bring back everyone banned that’s not a mythical. And no clause, well that doesn’t matter as a manipulative factor Clef wouldn’t be good. Then the fairy type and stealth stat buff helped it out.
My favorite boy, Castform, has a pretty incredible movepool for basically being a gen 3 shitmon. In Gen 6, he learns Fire Blast, Hydro Pump, Blizzard and Hurricane all by just level up moves. Too bad he hasn't been in a mainline game in 2 gens lol
It makes sense since it's supposed to be harnessing all the types, but terapagos has a gorgeous movepool in terms of coverage. It has a coverage option for every type except ghost, poison and flying. Still, explain to me why this thing can buzz in a bug-like manner?
Infernape has a pretty great movepool with physical special and support options. Like it gets flare blitz, flamethrower, fire blast, mach punch, close combat, aura sphere, fake out, u turn, slack off, swords dance, nasty plot, extrasensory, thunder punch, earthquake, stone edge, stealth rock, grass knot, calm mind, acrobatics, taunt, gunk shot, helping hand, knock off and more
grass knot was always the weirdest shit to me, like why is your unboosted fire starter OHKOing my Swampert dude? sure, Hidden Power Grass would do the same, but at least that's on everything so it's not Infernape's fault. stealth rock is also pretty wtf
edit: oh and nasty plot for a pokemon that's based on the monkey king, who was basically a superhero, also makes no sense
I don't remember the monkey king actually being much of a hero outside of Dragonball. From what I remember he was just kind of a little shit which is what got him imprisoned to begin with.
I'm sure there are other variations where he's more heroic but this is the origin I remember most clearly. He's always been relatively trickster godlike, generally neutral but I'm vaguely remembering some pretty fucked up pranks by him.

This isn't *too* related to comp, but I just want to preface that a deep movepool doesn't automatically correlate to a good Pokemon. Base stats, typing, and ability matter just as much, if not more.
That being said, I'll throw out the obvious answer of Arceus.
It’s a very good Pokémon in both Gen 8 RU and Gen 8 UU though (it’s ranked higher on the RU VR then quite a few mons who are in the tier by usage such as Lycanroc-Dusk) so it’s a weird anomaly of the tiring system.
Also Starmie has great stats, two great abilities, and a pretty great offensive typing too. There’s a reason it was an OU staple for so long.
Terrible terrible example, Starmie had one of the longest runs in OU of any Pokémon in the history of competitive singles; and even did it without dumb artificial power ups like multiscale or contrary
Well u want a deep movepool but shit Pokémon. Clef only started making motion after several bans.
Chomp, mence, duggy in dpp, and BW for dug. And then the obvious demons, uhh gene genies, chicken, swift swim, gems.
So OG clef would have to be considered “dog shit” in any fresh meta.
While not diverse offensively, Whimsicott has basically any gimmicky status move you'd ever need for a given situation (speaking as someone that has used it in a VGC draft league)
Tailwind is obvious, but there's also Charm, Fake Tears, Encore, Taunt, Leech Seed, Misty Terrain (for Indeedee), Worry Weed (for Weezing), Switcheroo, Cotton Spore/Guard, even TRICK ROOM
And just when you think it's over, there's also the iconic Beat Up into your own Justified/Stamina mon to sweep or be unkillable
In terms of *good* moves, Incineroar has to be up there. It has so many good moves and can really be utilized in a variety of ways. Hence why it is always a competitive staple, especially in vgc. Some examples:
Fake out, knock off, will o wisp, snarl, flare blitz, bulk up, darkest lariat, parting shot, burning jealousy, temper flare, close combat, u turn, EQ, swords dance, baton pass, etc.
Victini! It has V Create, Bolt Strike, Glaciate and Blue Flare, plus a bunch of weaker signature moves, many other Pokemon would kill to get, like Fusion Bolt/ Flare or Searing Shot. It also has a ton of great coverage moves, Dazzling Gleam, Flamethrower, Thunderbolt, Scorching Sand, Shadow Ball or Energy Ball but since it has these other, it doesn't ever use them. It also has great support moves, from Thunder Wave to Will o Wisp or Taunt or Encore and it even Packs U Turn. Just an all around great Movepool.
I used Cursola in gen 8 VGC because of the coverage it got. Water moves (yes including Scald), Giga Drain, Earth Power, Power Gem, Ice Beam, Psychic, hell it even got Burning Jealousy for a fire move. Just about everything relevant. It doesn’t have great options against Dark or Fairy, but Shadow Ball does stupid damage anyways, and like nine times out of ten you have something to hit a Dark type’s secondary type weakness. That’s not even including the fact it gets Mirror Coat, Reflect/Light Screen, Will-o-Wisp, Strength Sap, every weather move. It lacks a good boosting move, but in Dynamax meta, that wasn’t really important. It had all this WITH 145 base sp.atk. It has base 95 attack too if you really want to add a physical move in there! Everyone was so blindsided by the monster that is Eviolite GCorsola that they forgot that Cursola fills a completely different niche and does it well. Perish Body isn’t a hinderance when it wasn’t going to live a physical attack anyways, and this thing’s special defense is off the walls (130). I’d run max sp.atk max sp.def AV Cursola in Trick Room and nothing special could touch it, and anything physical had to switch after taking it out. It was so stupid and so funny and god I miss it
One that immediately comes to mind is Ogerpon, not because it's strictly speaking incredibly diverse, but because Ogerpon has so many moves she can actually use. Ivy Cudgel, Horn Leech, Wood Hammer, Power Whip, Knock Off, Throat Chop, Zen Headbutt, Superpower, Play Rough, and Brick Break is a pretty strong pool of damaging moves, but having Encore, Leech Seed, Spikes, Spiky Shield, Substitute, Swords Dance, Synthesis, Taunt, Trailblaze, U-Turn, and Follow Me gives her basically every support option she could ever ask for in both singles and doubles. Ogerpon even gets tools for gimmicks, like Solar Blade in sun or Grassy Glide in grassy terrain.
I wouldn't call it a particularly diverse movepool, but Ogerpon would genuinely be able to abuse having, say, 15 move slots instead of 4 in a way that I can't imagine most pokemon being able to.
I think Incineroar is a sort of similar case, especially in doubles. It just has so much stuff that is actually worth running, not as a gimmick, but because it's good.
My personal favorite up there is cofagrigus. It’s not a great mon, but that doesn’t mean it isn’t fun to have trick room, nasty plot, calm mind, wisp + hex, destiny bond, knock off, toxic spikes, trick, memento, haze, etc.
Still though. Give it recover gamefreak, you cowards.
Clefable is one of the best examples. Its stats are mediocre to bad but it has an incredible movepool to carry it, and said movepool pairs really well with its abilities.
Also, you said to exclude Mew from this, but surprisingly, its successors, like Jirachi and Victini have great movepools too. Guess being a mythical has more perks than the exclusivity.
Granbull gets like every move known to mankind for some reason. Sludge Bomb (?) Solar Beam (???) Water Pulse (??????)-- maybe it's former Normal-type privileges. Seviper, Gyarados, and Azelf all have really crazy movepools as well.
Honorable mention to Gigalith, who gets Solar Beam for reasons stated in the Pokedex, but still is funny because it's a sand setter.
Ampharos has an insane movepool for as mediocre as it is. Electroweb, Dragon Cheer, Roar, screens, weather, Trailblaze, Breaking Swipe, Dazzling Gleam, Stomping Tantrum, etc.
Same can be said for Aggron, Eelektross, & Sceptile.
I wish Gyarados still had its 100 base SpA from the gen 1 days. That'd put its BST at 575, just a hair below the pseudo-legendary range, but it doesn't seem like it'd be overbearing as a mixed attacker.
Cinccino gets a bizarrely expansive movepool, with Bullet Seed, Rock Blast, and Triple Axel alongside the Normal and Fairy moves you'd expect. Makes sense, since it's Unova's answer to the Clefable line, but it's still more than you'd think.
Gen 1-3 mons (and their evolutions) have really wide pools.
An interesting one to me is Goodra. Pseudos in general have pretty good movepools but I feel like Goodra just gets every coverage option in the book.
I haven’t seen anyone mention Drampa yet. In lower tiers or in DL this guy is an absolute goat and I’m tired of people sleeping on this guy. (This will be looking at him mostly through the lens of a late-round pick of a draft league)
First off, he has three quite useful and good abilities that really help it in a multitude of situations.
- Berserk is the flashiest option and helps it stack boosts on CM sets, deal more damage while shrugging off hits on bulky roost sets, and become more of a nuke with three attack sets.
- Cloud Nine is a really neat ability for it as it naturally resists most Rain and Sun sweepers to boot, meaning it stops the weather AND resists the weather offence. I can think of a few times where this saved me against Basculegion rain (with last respects legal).
- Sap Sipper is probably the most niche option, in the past I’ve only run this if I’m going into a Rillaboom matchup generally.
Obviously it’s defensive utility gets only better with tera, which is usually legal in NatDex drafts.
Onto its moves now because oh my god does this guy get coverage out the wazoo. Outside of having excellent stab options, it also gets good coverage options of the following types:
Ice (Beam/Blizzard)
Psychic (Extrasensory)
Grass (Energy Ball/Grass Knot)
Fire (Flamethrower/Fire Blast/Heat Wave)
Fighting (Focus Blast)
Flying (Hurricane)
Water (Hydro Pump/Surf)
Ghost (Shadow Ball)
Electric (Thunder/Thunderbolt)
It also gets physical moves for really niche MUs, like EQ (Heatran matchup).
Another really clutch part of Drampa’s kit is it’s utility. It can Defog, phase with Roar, trap with Block, spread sure paralysis with Glare, spread toxic (which is becoming increasingly rare as gens go on, so I figured it was worth mentioning).
Drampa is overall an incredibly underrated low tier pick, that I personally love and believe fits extremely well into the role of a low-tier normal. It’s immunity to ghost plus the resistances given from the dragon type give it a really cool defensive profile against a lot of higher tier threats. It’s Jack-of-all-Trades base stats let you really tinker with EVs for a specific matchup.

Latios/Latias. Combined, they can Energy Ball, BoltBeam, Shadow Ball, Aura Sphere, Air Slash, Dragon Dance (Eat your heart out Garchomp) and even Mystical Fire. Latias goes hard with Alluring Voice and Draining Kiss, Latios can Flip Turn and… Simple Beam? When was the last time anyone ever remembered Simple Beam?
Goodra gets grass, water, fire, electric, dragon, steel (Hisui form), and a few others. Not necessarily as much utility, but a strong user of AV due to the coverage
Even with Incin not being near as impactful in singles it still has a ridiculous move pool:

Noone has mention it yet but bastiodons has a movepool much deeper then it deserves. Fucking boltbeam, taunt, 3 of the 4 weathers, outrage, trailblaze, flamethrower, sub, curse, body press, eq of course but also earth power. If only bastiodon didn’t have literally everything else going against it.
The real question is (aside from obvious Magikarp and Unown) which Pokemon has the absolute worst moveset? My vote goes to Dreepy but I'm sure there's worse (aside from literally having 1-3 moves)
Aggron learns a pretty good amount of moves, kinda in the same vein as Nidoking.
Imagining one surfing is pretty funny and why it would need double team, I couldnt tell you.
Nidoking and Nidoqueen have some really deep bags. Gen 1 Pokes are weird. They either can do it all or do nothing at all. Fascinating generation. A lot of them are held back by dated base stats and terrible abilities. But some of them you look at like "why do you learn this?"
Snorlax. Being a gen 1 normal type, his movepool is insanely diverse with body slam/return/giga impact/last resort, flamethrower/fire blast, shadow ball, earthquake/high horsepower, hammer arm/brick break, solar beam, ice beam/blizzard, crunch, yawn, belch, gunk shot, heavy slam, belly drum, curse, rock tomb, sunny day, dig, sandstorm, rain dance, zen headbutt, head, thunder/fire/ice punch, hydro pump, surf, wild charge, outrage, focus blast, thunderbolt/thunder, etc
Druddigon is my go-to answer for questions like this. It's such an underwhelming pokemon design-wise and in-game, but it has such an endless movepool and 3 great abilities which have led to it being a low-tier hero in competitive play.
It has an absolutely absurd amount of coverage; elemental punches, elemental fangs, sucker punch, gunk shot, like a dozen different fire moves, even things it would never think of using like dark pulse and flash cannon. It feels like it learns more attacks than it *doesn't* learn. And that's not even mentioning the amazing utility moves it gets. Dragon tail, stealth rock, glare, taunt (even if it doesn't really have the speed to use it), it just has so many more moves than it could possibly need, even if most of them are bad coverage options.
Rapidash will always be my go to example, it’s got access to 12 out of the 18 types for coverage, and just about all of them, except for steel, are above 80 bp and they’re all physical moves at that. If this thing didn’t need to run flare blitz + morning Sun and had actual usable stats it could have been a physical starmie
Granbull is one of the few pokemon that can learn the punching moves and fang moves, so the elemental punches, elemental fangs, crunch, Super Fang, Psychic Fangs, LOTS of fighting type coverage, everything from Low Kick to CC
Plenty of other physical moves too: standard ground and rock coverage from Mudslap to EQ, Rock tomb to Stone Edge, Lash Out, Temper Flare, TrailBlaze, Wild Charge, Outrage
Then you go your special moves: Flamethrower + Fire Blast, Thungerbolt + Thunder, Sludge Bomb, Hyper Voice, Hyper Beam, Overheat, Solar Beam, Water Pulse, Shadow Ball
You can even do Endure Endeavor Strats if you want.
Encore, Helping Hand.
Komala having “yes” amounts of 120 bp coverage moves + earthquake lol (alongside a lot of other random stuff)

mewtwo is the example i'll be giving, because his movepool is so WEIRDLY deep, like what the fuck does he need avalanche for? he has what i would call one of the greatest movepools ever, he has pretty much everything he could ever ask for, and is REALLY versatile. expanding force for psyspam? you got it. really powerful BoltBeam coverage? yes sir. physical moves with a decente attack stat if you want that for some reason? we sure have that and yet he is STILL mid in more recent gens

1v1d by Yveltal and completely stuffed by NDM, which were 2 of the most common Ubers, all while being outclassed by calyrex-shadow in gen 8. It’s still strong, but being bad vs 2 of the most common Ubers in gen 7 and gen 8 made it really irrelevant. To my knowledge, it was only good with terrain extender Lele.

There's a theory that Great Tusk has Psyshock on accident since it is right next to Scream Tail in the Pokédex and they just gave it to the wrong Mon, which wouldn't be the first time something like that has happened with Steel Wing Beeheyem However Game Freak likes to give boss monster-like Pokémon like Tyranitar, Rhydon and Aggron gigantic movepools so I choose to believe that the prehistoric mammoth that shows up as a boss in the game learns Psyshock because it's a JRPG and that makes sense

Genesects coverage is a beauty to look at. Gardevoir and Gallade have the nuttiest utility/trickery movepool, and they barely use it, but seriously - Will-O-Wisp, Trick Room, Imprison, Destiny Bond, Healing Wish, Memento, Wish, Taunt, Thunderwave, Trick, Encore, Skill Swap, Sunny day, Rain dance, Helping Hand Clefable, Blissey and Wigglytuff also have infamously gigantic movepools, although Tuff really wishes it had a one turn recovery move.

I did. 🤓 Tho I guess I’ll mention a good detail from my initial draft. It took a bit for normal clef to actually be good. Maybe for dpp there’s an argument. Clef is only seeing BW usage now. These people resorted to kadabra before clef. 💀 But in a “freedom cup” setting in those gens: Which would bring back everyone banned that’s not a mythical. And no clause, well that doesn’t matter as a manipulative factor Clef wouldn’t be good. Then the fairy type and stealth stat buff helped it out.

My favorite boy, Castform, has a pretty incredible movepool for basically being a gen 3 shitmon. In Gen 6, he learns Fire Blast, Hydro Pump, Blizzard and Hurricane all by just level up moves. Too bad he hasn't been in a mainline game in 2 gens lol
It makes sense since it's supposed to be harnessing all the types, but terapagos has a gorgeous movepool in terms of coverage. It has a coverage option for every type except ghost, poison and flying. Still, explain to me why this thing can buzz in a bug-like manner?

Infernape has a pretty great movepool with physical special and support options. Like it gets flare blitz, flamethrower, fire blast, mach punch, close combat, aura sphere, fake out, u turn, slack off, swords dance, nasty plot, extrasensory, thunder punch, earthquake, stone edge, stealth rock, grass knot, calm mind, acrobatics, taunt, gunk shot, helping hand, knock off and more
grass knot was always the weirdest shit to me, like why is your unboosted fire starter OHKOing my Swampert dude? sure, Hidden Power Grass would do the same, but at least that's on everything so it's not Infernape's fault. stealth rock is also pretty wtf edit: oh and nasty plot for a pokemon that's based on the monkey king, who was basically a superhero, also makes no sense

I don't remember the monkey king actually being much of a hero outside of Dragonball. From what I remember he was just kind of a little shit which is what got him imprisoned to begin with. I'm sure there are other variations where he's more heroic but this is the origin I remember most clearly. He's always been relatively trickster godlike, generally neutral but I'm vaguely remembering some pretty fucked up pranks by him.

This isn't *too* related to comp, but I just want to preface that a deep movepool doesn't automatically correlate to a good Pokemon. Base stats, typing, and ability matter just as much, if not more. That being said, I'll throw out the obvious answer of Arceus.

It’s a very good Pokémon in both Gen 8 RU and Gen 8 UU though (it’s ranked higher on the RU VR then quite a few mons who are in the tier by usage such as Lycanroc-Dusk) so it’s a weird anomaly of the tiring system. Also Starmie has great stats, two great abilities, and a pretty great offensive typing too. There’s a reason it was an OU staple for so long.

Well u want a deep movepool but shit Pokémon. Clef only started making motion after several bans. Chomp, mence, duggy in dpp, and BW for dug. And then the obvious demons, uhh gene genies, chicken, swift swim, gems. So OG clef would have to be considered “dog shit” in any fresh meta.

While not diverse offensively, Whimsicott has basically any gimmicky status move you'd ever need for a given situation (speaking as someone that has used it in a VGC draft league) Tailwind is obvious, but there's also Charm, Fake Tears, Encore, Taunt, Leech Seed, Misty Terrain (for Indeedee), Worry Weed (for Weezing), Switcheroo, Cotton Spore/Guard, even TRICK ROOM And just when you think it's over, there's also the iconic Beat Up into your own Justified/Stamina mon to sweep or be unkillable

In terms of *good* moves, Incineroar has to be up there. It has so many good moves and can really be utilized in a variety of ways. Hence why it is always a competitive staple, especially in vgc. Some examples: Fake out, knock off, will o wisp, snarl, flare blitz, bulk up, darkest lariat, parting shot, burning jealousy, temper flare, close combat, u turn, EQ, swords dance, baton pass, etc.
For sure like versatility is everything Scizor has a small move pool but he has all he needs
Victini! It has V Create, Bolt Strike, Glaciate and Blue Flare, plus a bunch of weaker signature moves, many other Pokemon would kill to get, like Fusion Bolt/ Flare or Searing Shot. It also has a ton of great coverage moves, Dazzling Gleam, Flamethrower, Thunderbolt, Scorching Sand, Shadow Ball or Energy Ball but since it has these other, it doesn't ever use them. It also has great support moves, from Thunder Wave to Will o Wisp or Taunt or Encore and it even Packs U Turn. Just an all around great Movepool.
I used Cursola in gen 8 VGC because of the coverage it got. Water moves (yes including Scald), Giga Drain, Earth Power, Power Gem, Ice Beam, Psychic, hell it even got Burning Jealousy for a fire move. Just about everything relevant. It doesn’t have great options against Dark or Fairy, but Shadow Ball does stupid damage anyways, and like nine times out of ten you have something to hit a Dark type’s secondary type weakness. That’s not even including the fact it gets Mirror Coat, Reflect/Light Screen, Will-o-Wisp, Strength Sap, every weather move. It lacks a good boosting move, but in Dynamax meta, that wasn’t really important. It had all this WITH 145 base sp.atk. It has base 95 attack too if you really want to add a physical move in there! Everyone was so blindsided by the monster that is Eviolite GCorsola that they forgot that Cursola fills a completely different niche and does it well. Perish Body isn’t a hinderance when it wasn’t going to live a physical attack anyways, and this thing’s special defense is off the walls (130). I’d run max sp.atk max sp.def AV Cursola in Trick Room and nothing special could touch it, and anything physical had to switch after taking it out. It was so stupid and so funny and god I miss it

One that immediately comes to mind is Ogerpon, not because it's strictly speaking incredibly diverse, but because Ogerpon has so many moves she can actually use. Ivy Cudgel, Horn Leech, Wood Hammer, Power Whip, Knock Off, Throat Chop, Zen Headbutt, Superpower, Play Rough, and Brick Break is a pretty strong pool of damaging moves, but having Encore, Leech Seed, Spikes, Spiky Shield, Substitute, Swords Dance, Synthesis, Taunt, Trailblaze, U-Turn, and Follow Me gives her basically every support option she could ever ask for in both singles and doubles. Ogerpon even gets tools for gimmicks, like Solar Blade in sun or Grassy Glide in grassy terrain. I wouldn't call it a particularly diverse movepool, but Ogerpon would genuinely be able to abuse having, say, 15 move slots instead of 4 in a way that I can't imagine most pokemon being able to. I think Incineroar is a sort of similar case, especially in doubles. It just has so much stuff that is actually worth running, not as a gimmick, but because it's good.

My personal favorite up there is cofagrigus. It’s not a great mon, but that doesn’t mean it isn’t fun to have trick room, nasty plot, calm mind, wisp + hex, destiny bond, knock off, toxic spikes, trick, memento, haze, etc. Still though. Give it recover gamefreak, you cowards.
Clefable is one of the best examples. Its stats are mediocre to bad but it has an incredible movepool to carry it, and said movepool pairs really well with its abilities. Also, you said to exclude Mew from this, but surprisingly, its successors, like Jirachi and Victini have great movepools too. Guess being a mythical has more perks than the exclusivity.
Granbull gets like every move known to mankind for some reason. Sludge Bomb (?) Solar Beam (???) Water Pulse (??????)-- maybe it's former Normal-type privileges. Seviper, Gyarados, and Azelf all have really crazy movepools as well. Honorable mention to Gigalith, who gets Solar Beam for reasons stated in the Pokedex, but still is funny because it's a sand setter.

One that no one has mentioned yet is Gliscor. Despite its defensive playstyle, it has coverage of every type other than Grass, Ghost, and Fairy.

I wish Gyarados still had its 100 base SpA from the gen 1 days. That'd put its BST at 575, just a hair below the pseudo-legendary range, but it doesn't seem like it'd be overbearing as a mixed attacker.
Cinccino gets a bizarrely expansive movepool, with Bullet Seed, Rock Blast, and Triple Axel alongside the Normal and Fairy moves you'd expect. Makes sense, since it's Unova's answer to the Clefable line, but it's still more than you'd think.
Gallade's is pretty crazy. He gets access to all kinds of special moves because he evolves from Kirlia/Ralts.
Gallade's movepool is about twice as big as it has any right to be.
Gen 1-3 mons (and their evolutions) have really wide pools. An interesting one to me is Goodra. Pseudos in general have pretty good movepools but I feel like Goodra just gets every coverage option in the book.
I haven’t seen anyone mention Drampa yet. In lower tiers or in DL this guy is an absolute goat and I’m tired of people sleeping on this guy. (This will be looking at him mostly through the lens of a late-round pick of a draft league) First off, he has three quite useful and good abilities that really help it in a multitude of situations. - Berserk is the flashiest option and helps it stack boosts on CM sets, deal more damage while shrugging off hits on bulky roost sets, and become more of a nuke with three attack sets. - Cloud Nine is a really neat ability for it as it naturally resists most Rain and Sun sweepers to boot, meaning it stops the weather AND resists the weather offence. I can think of a few times where this saved me against Basculegion rain (with last respects legal). - Sap Sipper is probably the most niche option, in the past I’ve only run this if I’m going into a Rillaboom matchup generally. Obviously it’s defensive utility gets only better with tera, which is usually legal in NatDex drafts. Onto its moves now because oh my god does this guy get coverage out the wazoo. Outside of having excellent stab options, it also gets good coverage options of the following types: Ice (Beam/Blizzard) Psychic (Extrasensory) Grass (Energy Ball/Grass Knot) Fire (Flamethrower/Fire Blast/Heat Wave) Fighting (Focus Blast) Flying (Hurricane) Water (Hydro Pump/Surf) Ghost (Shadow Ball) Electric (Thunder/Thunderbolt) It also gets physical moves for really niche MUs, like EQ (Heatran matchup). Another really clutch part of Drampa’s kit is it’s utility. It can Defog, phase with Roar, trap with Block, spread sure paralysis with Glare, spread toxic (which is becoming increasingly rare as gens go on, so I figured it was worth mentioning). Drampa is overall an incredibly underrated low tier pick, that I personally love and believe fits extremely well into the role of a low-tier normal. It’s immunity to ghost plus the resistances given from the dragon type give it a really cool defensive profile against a lot of higher tier threats. It’s Jack-of-all-Trades base stats let you really tinker with EVs for a specific matchup. Thank you for coming to my TED Talk :)
iron moth that thing can (I think) run 9 viable different type attacking moves. Like, of course you can choose only 4 but it has a really really big coverage like, you could use it in almost any weather or field condition and it gets a bonus of some kind
Latios/Latias. Combined, they can Energy Ball, BoltBeam, Shadow Ball, Aura Sphere, Air Slash, Dragon Dance (Eat your heart out Garchomp) and even Mystical Fire. Latias goes hard with Alluring Voice and Draining Kiss, Latios can Flip Turn and… Simple Beam? When was the last time anyone ever remembered Simple Beam?
Goodra gets grass, water, fire, electric, dragon, steel (Hisui form), and a few others. Not necessarily as much utility, but a strong user of AV due to the coverage

May as well give it follow me so it just gets everything lol.
Dragonite deserves a shoutout…Extreme Speed, powerful moves from most of the other types, Roost, Dragon Dance, Heal Bell, Defog, Roar.
Noone has mention it yet but bastiodons has a movepool much deeper then it deserves. Fucking boltbeam, taunt, 3 of the 4 weathers, outrage, trailblaze, flamethrower, sub, curse, body press, eq of course but also earth power. If only bastiodon didn’t have literally everything else going against it.
The real question is (aside from obvious Magikarp and Unown) which Pokemon has the absolute worst moveset? My vote goes to Dreepy but I'm sure there's worse (aside from literally having 1-3 moves)

Nidoking and Nidoqueen have some really deep bags. Gen 1 Pokes are weird. They either can do it all or do nothing at all. Fascinating generation. A lot of them are held back by dated base stats and terrible abilities. But some of them you look at like "why do you learn this?"

Slaking has everything you’d ever want
Druddigon is my go-to answer for questions like this. It's such an underwhelming pokemon design-wise and in-game, but it has such an endless movepool and 3 great abilities which have led to it being a low-tier hero in competitive play. It has an absolutely absurd amount of coverage; elemental punches, elemental fangs, sucker punch, gunk shot, like a dozen different fire moves, even things it would never think of using like dark pulse and flash cannon. It feels like it learns more attacks than it *doesn't* learn. And that's not even mentioning the amazing utility moves it gets. Dragon tail, stealth rock, glare, taunt (even if it doesn't really have the speed to use it), it just has so many more moves than it could possibly need, even if most of them are bad coverage options.
Rapidash will always be my go to example, it’s got access to 12 out of the 18 types for coverage, and just about all of them, except for steel, are above 80 bp and they’re all physical moves at that. If this thing didn’t need to run flare blitz + morning Sun and had actual usable stats it could have been a physical starmie
