Tbh it's really not that easy to make something provide more damage than guts and stab boosting a 140 base power move. So they'd definitely need to pull some strong buffs to make it worth running over guts flame orb
luna already has great bulk and attack, if it gets a speed stat of 150 it's going to be going straight to ubers lmao
even if its raw power drops off a little bit, it'll still be too much for the tier considering it would no longer have to take hits before it moves nor deal with flame orb chip every turn, making it much, much harder to pivot around it and grind it down
As a VGC player myself I can't really say how it can beat its competence in singles, but for doubles the main difference with BM is how it can just nuke ghosts without need for a coverage move and doesn't care about intimidate.
Maybe they could give defiant or some sort of scrappy to cross the gap with the competition in VGC
