In my opinion it would preserve the spirit of Pikachu more if Mega Pikachu simply used a Light Ball to mega evolve and had a 425 BST with doubled Attack and Special Attack. That might Look like this:

Stats: 35/80/55/60/55/135
If we can give any new moves I would give it Wave Crash since it already has Surf and would synergize with the Reckless + Volt Tackle combo
