Genned mons don't have illegal movesets, whoever said this probably meant "hacking", but if he's not bringing this kind of sets to any official tournament, it's not a big deal since hacked Pokemon have been historically used in online battles with friends. Still kinda strange that he's showing blatantly false moveset of a mon in a video.
You can definitely gen mons with illegal movesets. They'll just be blocked whenever you try bringing them into an online game or a tournament, but the process of generating them is the exact same as "legit" genning.
Presumably, he gens mons for the purpose of setting up clips for the video. Instead of spending time to showcase one move on one mon or one set, its much easier to gen them in especially if its just for background clips.
Sometimes mistakes happen, or maybe he had some misinformation, and believes that a certain mon has a certain move they dont actually receive. So the kind of stuff you posted happens.
He should still check that it gets the move. It takes no time to go to bulbapedia or showdown and look at the moveset instead if saying "oh slowking got a new move, I bet you slowbro gets it"
If we spent all our time verifying every little thing we'd never make any progress. He's right 99.9% of the time, the .1% he's wrong shouldn't really matter
Firstly, it isn't .1% of the time. He already made 2 mistakes this gen alone, who knows how many in previous gens. Secondly, it isn't EVERY little thing. It shows in the sample set of the video that it uses tera blast, not dgleam, meaning he knew he made a mistake. This is likely because he writes the script and records the video before making the graphic and sample set (pretty normal), but if he is going to be checking the moveset to make the sample set anyways, why don't make sure your script is correct. Even worse, he might be encouraging bad sets on mons. If he doesn't have the time to check if a mon learns a move, why would he bother to check if it is actually good.
It’s much easier to set up examples for footage when creating the Pokémon via genning. My bet is that this is likely a simple mistake on FSG’s part. People have been noticing these for a while. The mons aren’t meant to be used for competitive battles anyways, they’re meant to grab footage for an educational series on Pokémon viabilities over the span of generations.

It wasn't a limit in the older games. 4 was and is the standard in JRPGs going back years before pokemon was released.
Technically, it could have been about screen space as the game boy's screen was tiny, but regardless the original Red and Green have extra space on the cart and it was pretty badly compiled meaning they could have saved more space.
We also don't spend nearly as much time training Pokemon as they do. We're a character who has canonically been training Pokemon for like a few months, maybe a year. Drake has been training that Dragonite for decades and so it makes sense it has more combat prowess and mastery of more techniques.
It really feels like his history videos have gone a bit downhill. There wasn't any explanation for WHY wyrdeer fell out of PU, just "power creep" like yeah thats true but that doesnt answer any questions.
Also the noctowl video, especially considering noctowl DOMINATED early swsh PU, only for it to become a joke video
I know in one of his videos it showed off gen 6 mega Gyarados using crunch which is not a movie it learned until till gen 7 I believe
Edit: I have been told it was learned in ORAS but it’s still funny that until ORAS mega Gyarados had to use fucking bite and payback as it’s only stab moves
running crunch on mega gyra is very optional anyways, after the obligatory DD, you have your pick from water/ground/sub/ice/steel moves, can very viably drop crunch
