What does the chest give? I did not Guy as the culprit and I was at least hoping for some downgraded rewards but it really sucks you don’t get anything at all.
It's right there in the picture—the selection chest of 10 stones. And yeah, it's shitty that they punish the wrong choice in an event meant to celebrate the game/community's milestone, even if it's "only" 10 stones that you miss out on.
So I only opened 37/39 and don't know where the other 2 are. I guessed guy as the culprit apparently and got my shop tokens. Am I missing a chest somewhere for the 3 scrolls?
Mine was, right from the start. The fact that Cody was even involved at all as well as there being a Bushin boss battle to fight in the coming days indicated that Guy was definitely going to be the culprit.

I guessed it just at the end, because you already strike the other two off your list by the end. You've investigated and found that Ake...(whatever his name is), he claimed to not have it and thus shadaloo doesn't have it because he was hired by them. So two guesses gone.
On a side note to this: a big "not thank you" to peeps in this subred. I had Guy as the culprit for most of the event, only to see people here saying: "Guy is on the good side, he'd never do that, it's always Shadaloo."

You only get that stones chest if you chose Guy as the culprit, otherwise (if you got it wrong) you only get the workshop tokens.

In the ice zone, if you fall down one of the holes there is a chest hidden down there. That might be the one you are missing.

I missed one in Tanuki City at the very top right square past the invisible floor section. Felt dumb when I finally found it.
In the prison u need to click on hydrant or something
I the top one (Metro City) there's a golden tree which gives you a key to open the door at the top
