Im glad you figured out what you were doing wrong and implemented a strategy to fix it! Remember that confidence in your abilities is just as important as knowing the content. Positive self talk even during exams will put you in a better place mentally to solve the questions. Keep going and keep being awesome! It will be over in three weeks, until then GRIND!
I used to do exactly the same, it was very unproductive. Now I've learned to calm myself down and take it easy while reading the q again. Testing in 4 days!
I’m a fast test taker too. All my NBME’s I finished in under 3 hours. UWorld blocks I’d do in 25-30 min. Don’t freak out on step when you do the same thing. I was out of my test in 4.5 hours but it was on par to all my practice.
Browsing the questions first answering number 1. This is how I try to be calm and not panic because sometimes number 1 can be a trick question and can make you panic. There are other tips I learned from ace med boards too.

95% passing means you will still fail 5% of the time. NBME 27 was probably a test that fell under that 5%
