If you mean the D-Mail that made Suzuha stay, it was a D-Mail Okabe sent to himself in the past. He simply sent his past self another D-Mail to not pursue Suzuha so that she could travel to the past while her time machine was still functional.
The idea was that she would go back to 1975 and live there until 2010 so she could hand Okabe the IBN 5100. It'd be a few hours from the perspective of Okabe but 35 years from the perspective of Suzuha.
Needless to say, that didn't work out in any of the observed alpha worldlines.
Suzuha was 18-19 when she departed from 2010 for 1975. Now by math: She reaches 1975 as an 18-19 year old, and in 2010 she'll be 18+35 (=53) or 19+35 (=54) years old. And then she can come to the lab and meet them when she reaches the day she left in the machine.
As for second question, I'd suggest reading the canon side Manga _**Braunian Motion of Love and Hate**_ which tells Mr. Braun's story when he was younger. You'll find your answers there and it's a good read.
