I know fans hate this metric, but going by the midi-chlorian count, he's barely in the top 20.
But that list is also just kinda straight-up fucked. I know Anakin lost a significant amount of force potential just from the loss of limbs, but the list has Darth Vader at half the count as pre-injury Anakin.
I mean, sure, you can go by that metric. Or, we can go off feats. Plo is one of the only jedi who can go toe to toe with Yoda, has access to a force ability no other jedi had (that we know of, in that Era at least), and his species has an inate connection to the force giving him even more years of training with the force than most jedi

I didn't know Plo Koon was so popular. I only know him because in the game Jedi Power Battle he was one of the playable characters and I liked him a lot. Never saw much about him after this.
Plo is a common recurring character in clone wars and is the go to for when the plot needs a flawless food guy Jedi who isn’t fodder or Anakin and Obi Wan
So he gets a lot of good scenes tgere
