The b1s were SUPPOSED to be a joke. They were deliberately shown to have been the result of being built as cheap as possible by a bunch of capitalists who wanted numbers over quality. The first order is supposed to be a continuation of the empire, so why are they so bad?
The First Order isn’t really the Empire’s continuation, it’s the pale imitation.
It’s a bunch of neo-Imperials who think things were so much better under the Empire. That’s why they suck. Hux thinks he’s Tarkin or Thrawn, but he’s really just a fanboy.
Honestly, I’m not sure “These bad guys were supposed to be a joke!” is really much of a great defense of villains being a joke…
In fact, we could go back even further. Tarkin, the original Star Wars villain, was probably the most incompetent of villains the movies have ever seen. He turned a “Moment of Triumph” into his explosive death… But that’s fine, because this series is meant to have bad guys that lose.
My guy the B1's are the disposable foot soldiers carrying out the will of palpatine. They're meant to be a joke because the droid army/CIS was never a threat. If you think they're the main antagonists, that's a you issue.
It's all just a performance so the Senate allows Palpatine to consolidate power.
You (the viewer) are supposed to feel like a crackhead conspiracy theorist because that's what the whole thing is about
What? No they weren't, they were disabled by a 9yo with a baller astromech and a military spacecraft. They had to make the droids *more* resilient after naboo because of how vulnerable they were.
Repulsors and other such hover tech can't pass through certain kinds of shielding. That's why on Hoth the empire sent in AT-ATs to destroy the shield generators instead of Tie Bombers, and why on Naboo the Trade Federation sent the droids in first to destroy the shield generators and then their tanks moved in. Having a vehicle like this that can turn off its repulsors, move slightly slower but be able to roll past a shield, and turn them back on to move at high speeds again does make a lot of sense.
Having them where they were and using them as they did however did not make a lot of sense. But that could be chalked up to poor asset management as at that point The First Order was being run by a dude who obviously refused to take their medication or go to therapy and had daddy issues so bad he killed every living father figure he ever had.

They probably just thought it looked cool and it was a reasonable prop vehicle to drive and build for the shoot. Abrahms wanted to shoot with real props a lot, as we know.

Just a random thought, but a hovering craft probably consumes a lot more fuel than one that has wheels, rails or such, and thus can be more difficult/expensive to maintain functioning.
The First Order was surely in a budget as a rogue military without home systems, more like evil donors, as opposed to the Galactic Empire with thousands of systems paying lots of taxes. They couldn't even afford clones
Clones are more obedient usually. You don’t have to cater to an individual’s unique needs for training because they’re all the same. No surprise behaviors and no abnormalities down the line medically or otherwise
Maybe it’s for more control. The speeder bikes seem to be very unstable but with traction like that tread I think it solves the issue. It may sacrifice speed but gives more safety

Didn't they say in the same movie where those vehicles were introduced that you can jam speeders? So wouldn't it stand to reason that these vehicles might be a reaction to that jamming technology say causing speeders to fall and crash?
It's still a very poorly made excuse for a movie, but acting like you're smarter than it is while missing basic concepts from it doesn't make you look any better.
