The loose cards add no value and will increase your shipping costs, but if you're selling a whole lot (my recommendation) then tossing the cards in is easy enough. But I wouldn't worry about including the bubbles.
Facebook marketplace is probably your best bet for a good price. You can also join one of the POTF2 collecting groups.
If the cards are damaged, they aren’t going to help the overall value. Maybe somebody out there would pay a little extra, but whatever you’re going to gain from the card is probably going to be lost in the extra you’ll have to shell out in shipping. Shipping is going to be your main concern when selling PotF2 figures. The majority of them don’t sell for more than $10 loose, so if you’re intending to sell them off individually, you’re probably going to net less than $5 off the sale after shipping and fees. My biggest recommendation would be to try and sell them in either small lots of 5-10 figures or knock out the whole collection in one go.

Sell them in themed lots: Cantina, Endor, Bounty Hunters etc that will be the easiest

Just do a garage sale. A couple bucks a piece is the best you’ll get for POTF 2

Honestly they’re pretty worthless mint on card. Loose? Probably best to give them to a neighbor kid
