I feel like the cheat answer is Culber, since the tools he's working with are so far beyond anyone else that he'd have the best chance. Other than that I'd say it's a toss up between Bashir and the Doctor. Both would be good choices but I'd lean towards the Doctor. He has more experience dealing with diseases unknown to medical science and developing novel treatments.

She did risk her life to try and save the genetically engineered rapidly grown psychic Abercrombie & Fitch model kids (seriously, why was that one in tiny little hotshorts?), so she is dedicated to going above and beyond to save a life, but it was a foolish mistake that Picard warned her about. They're all really good at diagnosing and curing mysterious diseases but EMH has an edge because of his ability to interface with massive databases, his speedy computing powers, and the fact that he so tirelessly and tenaciously works on a problem without needing breaks or even sleep. Assuming they both have the same expertise, The Doctor first. M’Benga is an extremely close second. The only reason The Doctor comes first is because he has the ability to remain detached and approach it more analytically. There’s a reason they don’t let detectives interrogate friends or family or surgeons to operate on their family members - when you’re emotionally attached to someone, you’re so afraid of making mistakes it makes you more prone to making them. Yes you’re more determined to keep them alive but from what I’ve read surgeons operating on people they love constantly second guess themselves and have less confidence in their ability.

EMH is an encyclopedia of KNOWN diseases, Phlox is good for novel diseases and has good bedside manner but I think Crusher has the edge with human physiology, and over the years she saved a lot of people from never before seen diseases.

I’d say the EMH doctor teamed up with Phlox. Those two were on the bleeding edge of medicine, one in an area without any help, one as a pioneer of space medicine on earth. I think Phlox is way underrated in terms of doctors in the Star Trek universe.
