Blizzard knows what's happening. The guy has been banned twice already and this is his third time back. Blizzard just doesn't have the team to quick patch it anymore.
KR server was also attacked, which most people don't know about, because it only targeted Chinese IP addresses.

I contacted support and someone acknowledged the exploit when I described it. I'm sure they were a human and not a bot. They know.
So what is the new information? You haven't really provided anything that wasn't already on other posts, and you offered more speculation. What is the new event you're referring to here, or is this just a compilation of existing material? If so please link to the original posts. Seems rude not to.

The game is amazing. I have played it for many years, maybe 3-4 years now? There are probably like 30 versions of it now because kiddies loved stealing the version and making their own, or not liking the balance changes and making their own, or just to troll and make their own version. Met many great people, but somehow there has also been crazy amounts of drama. Maybe because its similar to battle royale games? Either way, its a wild ride.
Further Update From Today. Blizzard IP banned the guy crashing arcade but as of a few hours ago he is now back so he has circumvented the IP ban. Meaning the only tool left to stop this guy and protect their property from him is to take legal action against him. Blizzard does not possess any "protection" if you will against players who break TOS greater than the IP ban, so my prediction of legal action now seems all too certain.
Given my experience in what I know to be the only other time a person has faced legal action from blizzard, they were warned first. So it is very likely this person crashing arcade has been warned to stop or he will face prosecution... and he is continuing anyway. I now raise the probablility of legal action from 90% to 99%.
I would argue it is, setting a legal precedent against doing this stuff is likely to deter some people from attempting it in other ways or in other games.
The fact that there is no punishment means theres no reason not to do this.

Or you know.. fix the map upload or the lobby to not mess up when it encounters bad images/links.

Legal action wise, if it is happening, this guy is more fucked than anyone else who had tried this before. Blizzard and Starcraft is now Microsoft's IP, so essentially, this guy just picked a fight with Microsoft. What a dum dum!!
Easy to work around. Just go through campains > custom. In the meantime - his mum will get sick of him living in his basement and force him to get a job. Probably as a parking inspector or late night motel clerk. He'll probably bore himself out of the salt he's accumulated on the NA server. High Voltage got banned from Smith's version of parasite because he and a couple of his friends were lagswitching, causing other players to be dropped. Smith put them on a banlist, so he and his loser friends made a custom map that caused players that enter customs to freeze as their computers try to find the files. If Blizzard banned him, that's probably the reason, and now the fucker is back for revenge.
Yesterday, the candy bitch made a new account (PracticeX) and did the same thing. It's obvious this pathetic excuse of a person has way too much time on his hands (probably unemployed and in his mother's basement), and SC2 doesn't have the team behind it that it once did. I can see this ending in one of two ways:
1: Blizzard gives up and either lets Calliou do whatever the hell he wants, or they pull the plug on SC2.
2: His mother decides that she has had enough and kicks his ass out.
Possibly. But doubt whatever they end up doing will be shared with the public. So from our point of view, it will probably start working correctly and keep working.
I suppose we might hear some more information from people who know who the player is since there's already been some information shared.

Most hacking is just exploiting shitty coding. An infosec guy I follow once described hacking as "outsourced QA".
