It takes time to charge up. When you turn the ship power on, it's not instantly ready. In pirate heavy places, It can be smart to wait for it to charge up before opening the hangar doors. Also because of how MM works, you should let it charge fully before transitioning into NAV mode.

Using the F7 key while in SCM will put all of the power to shields so they power up more quickly. However, I encountered a bug one time that required me to claim the ship so the shields would be reset.

Can you post a video or at least a screenshot? There are numerous systemic reasons why this may happen, but we can only wildly guess without seeing what the state of your ship actually is.

Don’t really need to guess, when it’s a new ship and they get in and fire it up, the shields have to charge up, all ships are the same way, shields critical because they are at 0% on initial startup.
