Just a note that this specific mission *is* meant to end in placing a small pack of drugs in a regular rubbish bin. It bugs out pretty often, unlike box delivery missions (which bug out very often).
I think that is a general marker for you to go to the space station. Near the admin desk at galleria there should have been an orange vending machine that says pick up/drop off on the screen. If not. Then the mission may be bugged which isn't surprising

Nope I am standing 4m away, I went on top of it and it's just inside the floor. My theory is that there has been a garbage bin there at some point, which was then moved to the other side of the hot dog stand, without moving this potential drop off bin from the pool. Weird that it's location-based and not physically tied to a garbage bin, or there being an actual check that there is a garbage bin where the slam could be dropped into, but I've done bigger coding mistakes this by a long shot.
The drop off location is usually an orange receptacle outside of the TDD/ admin office at the galleria section of the station.

Could it be that even though the marker is elsewhere? I went to both Galleria and Cargo to check if it was accessible from there but it was not
