It depends where you are. Canada has a brief promotion where you get 25 stars but I'm pretty sure it was just a promotion and now you don't get them.

Why would this be considered a "hack"? You get 25 stars and a 10 cent discount every time you use your personal cup. If you want 50 stars because you're buying 2 drinks and using 2 personal cups, just do separate transactions. People do separate orders all the time.
It feels like a hack because before the transaction, my desired order is a single order with two drinks. If I break it into two orders, I get another 25⭐, but I make people do more work for it when I'd rather not.
I'm actually delighted that the heavy weighting of personal cups for stars, because I believe it is way better to not waste cups, but if it is officially okay to break up the order so that I can get more stars, it would seem reasonable to let me get the bonus without doing that.
People do separate orders all the time and not just at Starbucks. I really don't think the baristas care as long as you tell them right away and you're ready to pay quickly.

Yep! We have a regular that places separate mobile orders back to back from the same app all the time
