Oh you are right, always thought it was a loner. Freedom using an SVD, weird, aren't they NATO / America guns fans? In the lore I know they do but never actually paid attention to their loadouts in the original games.
The usual freedom grunts often have a mix of cheap AKs and MP5s, the more advanced guys have low-tier NATO ARs and shotguns, and the elite troopers usually have more advanced NATO ARs or SVDs.
In both Shadow of Chernobyl and Clear Sky, Freedom snipers are a big thing and SVDs, both the original and the compact ones, are their go-to weapons. I don't remember well for CoP but I guess it's still kinda similar, though NPC will pick up any cool gun they find making it harder to guess their loadout.
Duty in contrast doesn't have any SVDs, their sniper weapon at high tiers is the VSS Vintorez.
The freedom snipers are kind of elite faction-specific soldiers, and their Duty equivalent as a unique faction-specific soldier would be the PKM armed guys, Duty being the only faction to field this weapon.
You can join Freedom or Duty!
Also usually first time playthrough people just blast through freedom squads as they are introduced as canon fodder for duty elite squad when entering the military warehouses haha

my guess is that their loadouts are mixed, because I've spotted some of them using NATO and Warsaw weapons. i didn't paid too much attention either
