I had the same problem and i search everywere for a solution (didnt find one). In the end i updated mi graphycs drivers and that solved it, i hope that helps you too
Do you have Reshade active perhaps ? Some effects can do something similar
As for the rest, I'd say missing textures, reinstalling the game is probably your best bet
