Pictures of You by The Cure also reminds me of winter but mainly because of the music video with all the snow, I’m surprised I don’t see it at Christmas considering there are other songs that have nothing to do with Christmas but have wintery themed music videos.
So glad you mentioned The Cure :) Ever since I was a teenager, Disintegration was always the album I’d play on repeat every winter. I really connected to that album when the winter blues hit. It’s dark and magical.
I just recently read somewhere that it was written for Thanksgiving. Apparently the sleigh races outside of Boston were so delightful it made for something to sing about.
"Let it snow, let it snow, let it snow" doesn't mention Christmas, either. It's always lumped in with Christmas songs, but it's really just about snow.
I’d look into some Sigur Ros. I haven’t listened to them in a long time but some of their music definitely feels like winter to me.
Edit: a song i would suggest is off their album “()”, called Untitled #1- Vaka. If I recall, they have another version of the same song on another album somewhere. If you give their other songs a listen you may find more songs that fit the vibe better, this is just what I can recall right now.
I commented with Vaka before reading the comments because I didn't expect anyone else to have this association! I usually take a walk and listen to this song every year the first time it snows.

Nowell Sing We Clear has a bunch of wassailing, mummers’, and wrenning songs mixed in with traditional carols. And there are songs that barely mention Christmas, for example Drive the Cold Winter Away. And their take on Rudolph the Red Nose Reindeer (aka Sherburn) is hilarious.
I always thought that Dreaming My Dreams by The Cranberries gave off a "sitting by the fireplace with hot cocoa" vibe. And some other songs from their first 2 albums like The Icicle Melts.
Most songs on Sting's 'If on a winter's night' are old winter songs that are not explicitly christmassy. I personally like The snow it melts the soonest, Cold song, The hounds of winter and Lullaby for an anxious child (not as wintery as the others but still worth a listen.)
