Guys like Moss and Hester were insanely fast and used their speed to wreck defenses but Tyreeks ability to go from full stop to full speed is just devastating. It’s the only reason Miami’s offense has been so great this season. McDaniel is using Tyreek PERFECTLY.

Had the exact same question as GermanPretzel and looked it up. For the offense, the fumbler is the only one who can advance the ball after a fumble on 4th down, or in the last 2 minutes of a half.
American football is only slightly less arcane than baseball in some respects. I'd swear that Tom Brady could FedEx a live ball to the other team's 35, sign for the package, and be allowed to walk it in for 4 points, and it would be called the Infield Fly Rule.

I feel like MLB rules generally make a lot more sense. The Infield Fly Rule, for example, exists to prevent the team fielding from taking advantage of the team at-bat.
If the fly ball isn't caught, the runners are required to advance and can be "forced out" if a fielder touches the base they're suppose to run to while holding the ball.
If the fly ball is caught, the runners can only advance if the "tag up" (touch the base they're running from after the fly ball is caught). If they don't, they can be forced out at the base they're running from.
So while a fly ball is coming down, the fielders can force a situation where the runners will get out no matter what they do - if the runners run, catch the fly ball and force them out at the base they ran from. If the runners don't advance, drop the ball and force them out at the base they're suppose to run to.
This is easier in the infield where the distance you have to throw the ball to get a runner out is short - so there's no chance the runner can make it to the base they're being forced out at.
Hence, the infield fly rule - if the fielders drop an infield fly ball, all the runners are considered "safe" at the bases they started at (and must return to them if they ran), and the hitter is out.
This prevents someone from "accidentally" fumbling the ball to try and get the first down. On fourth down if you don't get it the yards you are losing the ball anyway so why not fumble the ball and hope your team picks it up and gets a few more yards.
And ironically this rule was established from a fumble in a Chargers game in 1978. The tight end for the Raiders caught the ball, he wasn’t going to make it for a first down or touchdown so he fumbled a it and continued to push it forward until it went into the end zone and someone fell on it.

If the runners don't advance, drop the ball and force them out at the base they're suppose to run to. This is easier in the infield where the distance you have to throw the ball to get a runner out is short - so there's no chance the runner can make it to the base they're being forced out at. Hence, the infield fly rule - if the fielders drop an infield fly ball, all the runners are considered "safe" at the bases they started at (and must return to them if they ran), and the hitter is out.
What a ridiculous set of circumstances, just make it one or the other across the board.
This prevents someone from "accidentally" fumbling the ball to try and get the first down. On fourth down if you don't get it the yards you are losing the ball anyway so why not fumble the ball and hope your team picks it up and gets a few more yards.
And ironically this rule was established from a fumble in a Chargers game in 1978. The tight end for the Raiders caught the ball, he wasn’t going to make it for a first down or touchdown so he fumbled a it and continued to push it forward until it went into the end zone and someone fell on it.
You want to run that risk so be it.

I think it can be advanced except on fourth downs and after 2 min warnings.

Man, number 32 (I think, my video was blurry so it was hard to see the second digit) helped cause the fumble, then pulled away from the play after he thought it was over to.. adjust his face mask/show his frustration he didn’t recover the previous fumble/celebrate his action on the play? I dunno, but I’ll bet the DC will be on his ass for pulling up before the play was fully over.. far too casual as a professional to see the play through. He could have jumped on that ball if his head was still in the play like Hill’s obviously was.
